PNG keeps transparent areas and encodes the rendered pixels without the lossy step JPG uses. JPG is the file most websites, forms, and Windows PCs already open. It cannot restore detail the source already lost.

Other still-image outputs are on change a photo's format. Camera photos saved as HEIC are on HEIC to JPG.
Settings has no switch that turns a PNG already on your iPhone into a JPG. Apple may move these menus.
Settings > Camera > Formats > Most Compatible saves new camera photos as JPG. It does not convert a screenshot or another PNG already in Photos. Screenshots stay PNG.
From Photos, some share destinations ask for a format before they take the file. What arrives depends on the iOS version and the app you share to. Shortcuts can convert images on some iOS versions, when the action is available and you build the shortcut. A shortcut can omit a size limit. If the shared file is still PNG, that destination did not convert it.
