Shortcuts can convert an image on some iOS versions, when that action is available and you build the shortcut. A target size is easy to leave out. Apple may move these menus.
Set a KB or MB limit and save a smaller copy. The original in Photos stays as it is.

Three things can make the copy smaller. None of them rewrite the photo already in Photos. If you set a limit, FileSway makes the file smaller only as needed. Your original stays unchanged.

One photo is free, and you do not need an account. Add it from Photos or Files.
Open FileSway and add the photo from Photos or Files.
Open Advanced settings. Choose one or more upload destinations, or type a limit in KB or MB. Presets span 100 KB to 50 MB.
Files use the smallest matching size limit. Pixel dimensions change only if you allow a resize.
Choose JPG if you want that lossy file. One photo to one format is free. WebP, when you need it, is device dependent.
Review the finished size before you save the copy to Photos or Files, or share it. The original in Photos is not replaced.
On the Destinations sheet, choose one or more. In this capture, Facebook photo is checked at a suggested limit of 15 MB, and YouTube video thumbnail, mobile, at a file limit of 2 MB. Pixel sizes on that sheet are guidance for image size and crop. Resize an image when the pixels are the real target. The same caps are listed under size limits. HEIC to JPG is the page when the other person needs a JPG.

Photos has no field for a target file size. In recent iOS versions, Mail may offer a smaller size when you attach a photo. That choice applies to the message. Apple may move these menus.
Open Mail and start a message.
Attach the photo.
If iOS asks for a size, pick a smaller one. If it does not ask, Mail did not offer a choice.
Send the message. The photo in Photos is still the original.

A limit is the size FileSway aims for on the copy. It does not mean the site, form or mailbox will accept the file. The photo you attach is the copy. The original in Photos stays the size it was.

Name the batch and FileSway numbers the files. Then save to Photos, save to Files, share, or export a ZIP. You can save the settings as a workflow and run them again. FileSway Pro pricing spells out Free and Pro.
A tight limit re-encodes the photo. JPG is lossy, so detail can drop, and transparent areas are flattened. Reducing pixels, which happens only if you allow it, throws away more. A milder limit can change less, because the file is made smaller only as needed.
The copy cannot restore detail the camera file already lost. Keep the original. If the result is too soft, run the job again with a higher limit, or leave the pixel size alone. FileSway does not promise a quality level.
